Welcome

The City of Chula Vista's Emergency Rental Assistance Program (ERAP) helps eligible households in the City of Chula Vista who have been financially impacted due to the COVID-19 pandemic. The program provides payment assistance for renters who need help with rent and utilities. The City of Chula Vista is receiving funds from the United States Department of Treasury (federal award numbers ERA01031, ERAE0061, ERAE0307) and the State of California Department of Housing and Community Development. The program is being administered by SBCS.

Updates: As of April 1, 2022, the Chula Vista Emergency Rental Assistance program is no longer accepting new applications, re-certifications, or changes to submitted applications. All applications submitted on or before March 31, 2022 will be processed and eligible applications will be reviewed on a first come first served basis, until funding is exhausted. Application Selection

Prioritization:

SBCS will first prioritize applications which are behind on rent, and based on the household income and employment status. Within priority groups, applications will be processed on a first-come, first-served basis.

Eligibility Criteria:

To be eligible for the program, households must meet all of the following criteria:

Jurisdiction:

  • SBCS will serve households renting in the City of Chula Vista that have an obligation to pay rent. For residents who live outside of the City of Chula Vista please visit ERAPSanDiego.org to determine which program to apply to.
    • Eligible zip codes include: 91902*,91910*, 91911, 91913, 91914, 91915
    • *91902 and 91910 are shared zip codes with the County of San Diego, please refer to ERAPSanDiego.org to determine which program to apply to.

Income:

  • The combined income of all persons in the household must fall at or below 80% Area Median Income (AMI). Please see AMI chart below.

Financial Hardship due to COVID:

  • Households must have experienced a reduction in income, incurred significant costs, or experienced other financial hardship due directly, or indirectly to the COVID-19 pandemic. If you haven't already, please complete the SB 91 Declaration of COVID-19-Related Financial Distress form and provide it to your landlord. The form can be downloaded by clicking here.

Risk of Homelessness or Housing Instability:

  • Household must be at risk of experiencing homelessness or housing instability, evidence of such may include (i) a past due utility or rent notice or eviction notice, (ii) unsafe or unhealthy living conditions, or (iii) any other evidence of risk.

Other Eligibility Notes:

  • Only one application per residence will be permitted.

Assistance

Rental Arrears:

The program's first prioritization is payment assistance for renters behind on rent. Financial assistance for rental arrears can be from April 2020 through March 2022, and not to exceed fifteen months.

  • If the landlord accepts participation in the program, SBCS will compensate 100% of an eligible household’s rental arrears accumulated from April 2020 through March 2022. The landlord must agree to accept the payment as payment in full of the rental debt owed by the tenant. The rental arrears will be paid directly to the landlord.
  • The landlord does not have to participate in the program. If the landlord declines participation in the program, SBCS can compensate 100% of the eligible household’s monthly rental arrears accumulated from April 2020 through March 2022. In this situation, payment of rental arrears can be paid directly to the tenant.

Utility Arrears:

The program's second prioritization, if funding is still available, is payment assistance for renters behind on utility payments. Financial assistance for utility arrears can be from April 2020 through March 2022, and not to exceed twelve months. The utility arrears will be paid directly to the utility company.

  • Applicable utilities and home energy costs include separately stated electricity, gas, water and sewer, trash removal, and energy costs, such as fuel oil.

Prospective Rent:

Subject to funding availability, the Chula Vista Emergency Rental Assistance Program may also offer assistance for upcoming rent, or rent which is not yet past-due. This form of assistance will cover up to 100% of rent in a one-time payment equivalent to up to three months at a time. Prospective rent assistance is only available through March 2022.

General Assistance:

Total assistance, including rental arrears, utility arrears, and/or prospective rent will be limited to a maximum of 15 months of assistance. Months in which more than one form of assistance is received (i.e., rental arrears and utility arrears) will be considered as one month. Please note that a month in which only utility arrears assistance is provided will count toward the maximum of 15 months, even if rental assistance is not received in that month.

Required Documentation

The following documentation must be submitted for an application to be complete and be considered for assistance:

  • Proof of Identification of Applicant
  • Lease Agreement (complete and signed)
  • Proof of Total Household Income
  • Proof of Unemployment (current and start date, if applicable)
  • Proof of Housing Instability or Risk of Homelessness
  • Past Due Utility Bills (if applicable)
  • Landlord Required Documents
    • Evidence of rental obligation
    • Verification of past due rent
    • W-9
    • Proof of ownership
    • Proof of contract (if property manager)
    • Social Security, DUNS, or Tax ID number (as applicable)

Fraud and Duplication of Benefits

  • All applicants and landlords must certify under penalty of perjury under the laws of the State of California that the information entered into the application is true and correct, as of the date of its submission and for any subsequent modifications. Any false, misleading, or missing information will result in denial of this application and may be punishable by the fullest extent of the law. Making a false statement under penalty of perjury is a crime and is punishable as such.
  • Households and landlords must not receive any other forms of rental subsidy or assistance for the same purposes being requested. If it is determined that payments issued by this program to either the landlord, applicant, and/or utility company are a duplication of benefits, the recipient of the payment will be responsible to re-pay SBCS in full.

Process

  • Applications will be processed on a first come, first served basis. Applications are considered complete after the application and required documents are completed and submitted.
  • All applications are conditional upon final review by SBCS and subject to funding availability.
